However, considering the word citizen and the term civil rights, their investigation seems to be useful to truly clarify the civil rights. Citizenship is one the most significant social concepts coined to help better understanding of society, its internal affairs and the conduct of actions and behaviors. Likewise the others, this concept reveals its meaning in the historical- social context and within the conceptual networks. As cities, at the present time, increasingly gain importance and with the rise in urban population and the emergence of megalopolises, in addition to the accumulation of wealth and great powers, cities become the units with high political capabilities. In the meantime, strengthening the citizenship in general and the ethics of citizenship in particular could be a suitable and cultural way to link the legal, political and social domains to each other. Since three decades ago in urban planning, our country, to some extent, has been able to create some metropolises rather than one to help the distribution of population in the country. However, this, on its own, could not improve the culture and the ethics of citizenship. With the socio-cultural problems in cities, the discomfort of citizens and the negative effects on the country’s macro policies, the formation and institutionalization of ethics of citizenship seem essential for us. Therefore, with the suggestions to increase the awareness and understanding of society and the activation of citizen participation in promoting ethics of citizenship and its institutionalization, a serious step will be taken for the recognition and the full implementation of civil rights. حقوق شهروندی از مباحث بسیار مهم در حقوق معاصر میباشد اما با توجه به واژه شهروند و اصطلاح حقوق شهروندی، به نظر میرسد بررسی در این باره می تواند راهگشای بسیاری از مسائل از جمله تبیین صحیح حقوق شهروندی شود. شهروندی از مهمترین مفاهیم اجتماعی است که به منظور کمک به شناخت بهتر جامعه، روابط درونی آن و هدایت کنشها و رفتارها خلق شده است. این مفهوم همانند هر مفهوم دیگر در بستر تاریخی- اجتماعی و در درون شبکه های مفهومی،محتوا و معنای خود را آشکار می سازد.از آنجا که در شرایط فعلی شهرها بیش از پیش اهمیت می یابند و با بالا رفتن جمعیت شهری و ظهور کلان شهرها و تجمع ثروت و قدرت های بزرگ،شهرها به واحد هایی با توانایی های بالای سیاسی بدل می شوند.در این میان تقویت شهروندی به طور عام و اخلاق شهروندی به طور خاص می تواند راهی فرهنگی و مناسب برای پیوند دادن حوزه های حقوقی-سیاسی و اجتماعی به یکدیگر باشد.کشور ما در برنامه ریزی های آمایشی شهری از سه دهه پیش تا اندازه ای توانسته اند با به وجود آوردن چند کلان شهر به جای یک کلان شهر،به توزیع جمعیت در سطح کشور کمک کنند.با این وصف،این امر نتوانسته است به خودی خود تاثیری در گسترش اخلاق و فرهنگ شهروندی داشته باشد.با وجود مشکلات و آسیب های اجتماعی- فرهنگی در شهرها،عدم آسایش شهروندان،ایجاد تاثیرات منفی بر سیاست های کلان کشور،شکل گیری و نهادینه شدن اخلاق شهروندی برای ما ضرورتی اساسی دارد.لذا با ارائه پیشنهادات به منظور آگاهی و شناخت جامعه و فعال نمودن مشارکت شهروندان در ترویج اخلاق شهروندی ونهادینه نمودن آن، در احقاق حق شهروندي گامی جدی برداشته و در جهت اجرای کامل حقوق شهروندی تلاشی موثر صورت گیرد. http://akhlagh.saminatech.ir/fa/Article/Download/16786
