When the prophets of God sought to correct the people and their societies, bring reconciliation and peace and guide people, a great number of people of that time disagreed with them; because, their guidance was contrary to the superficial and common aspirations of those societies and their people. In this regard, one of the most controversial issues among the nations and governments is states crimes, which affect the physical, psychological, ethical, social and individual well-being of the citizens. No Jurisdiction, institution, or law has placed this behavior in the banned area of conduct and does not impose any liability, especially criminal liability, on the states. The present article seeks to analyze and prove the necessity of criminalization of states crime from the perspective of ethical-psychological foundations. در عالم هستی عشق به قدرت، رقابت و تنفر وجود دارد و از مشاهده رنج دیگران لذت زیادی به نااهلان دست می‌دهد. زمانیکه پیامبران الهی درصدد اصلاح مردم و ایجاد صلح و آشتی و هدایت آنها گام برمی‌داشتند، همواره مورد تنفر عده زیادی از مردمان آن زمان بودند. زیرا برخلاف امیال ظاهری و معمول آن جامعه ندای الهی سرمی‌دادند. در این خصوص، یکی از مسائلی که همواره مورد مناقشه میان ملت و دولت بوده است و بر سلامت اخلاقی، روانی، جسمانی، اجتماعی و فردی شهروندان تأثیر داشته است، جرایم دولتی می‌باشد. این رفتارها را هیچ مرجع، نهاد و یا قانونی در حوزه منطقه ممنوعه رفتاری قرار نداده و مسئولیتی برای دولت‌ها علی‌الخصوص از نوع کیفری آن قائل نشده است. مقاله حاضر در پی آن است ضرورت جرم‌انگاری جرایم دولتی را از منظر مبانی اخلاقی – روان‌شناختی تحلیل و اثبات نماید. http://akhlagh.saminatech.ir/fa/Article/Download/17174
