The increase in sanctions imposed by the Security Council has raised concerns about the damage done to the citizens of the sanctioned countries. Research on the effects of sanctions in countries such as Iraq, Haiti, Libya and Iran suggests that these sanctions increased the deaths of children, poverty, migration, food and drug deficits, and other social and economic disruptions. Consequently, there are widespread debates at the UN and abroad about criticism of the Security Council sanctions as well as the responsibility of the Council for the violation of human rights, especially the second generation of human rights of citizens. In this essay, the human rights dimensions of the bansel sanctions of the second Barnsl has been examined. According to the author, sanctions imposed by the Security Council on human rights violations, in particular with regard to economic and social rights and sanctions imposed by the Security Council, result in serious violations of the human rights of the Security Council because of its severe negative effects on the target countries. He considered its end to be man's perfection and happiness both in the world and in the hereafter. In explaining theoretical and practical ration, Avicenna considered theoretical ration to be the means of perceiving generalities – no matter generalities which exist or those supposed to have to exist – and practical ration to be at the service of the former and the means of perceiving details pertaining to acts and motives. Therefore, practical wisdom – defined as the knowledge of general truths relating to man's deeds – is derived from theoretical ration, the sources of which are axioms, rumors and reliable experiences and can therefore be verified or denied. Avicenna has addressed practical wisdom in some brief treatises which are not considerable in comparison to his works on theoretical wisdom. Globalization as an existing fact has replaced many works in different sciences and trends. In the field of law science, globalization has also affected the conflict of laws in three categories.
First, in terms of material (material), globalization has implicated itself in the uniformization of laws, which is being implemented by international organizations, model laws, and international conventions. In the second category, the rules of conflict resolution, where there is no possibility of uniformity of the rules of law for some reason, globalization has shown its impact by trying to unify the rules of conflict resolution. In this regard, and given the mutual effects of globalization And ethics on one another, considering ethical standards as one of the commons of human societies, can greatly leave its traces. In addition to facilitating elite retention, ethical governance in the organization reduces conflicts and increases productivity. For this reason, in this paper, a model for elite maintenance in Iranian public agencies is designed based on the ethics and specific culture of the Iranian society.
This research is a combination of two quantitative and qualitative approaches. It is also applied in terms of purpose and is descriptive-exploratory in terms of nature. The research method is thematic analysis. The data collection method was a deep interview with 13 experts. The results are categorized into four main themes, including organizational, individual, psychological and occupational themes. Ten companies were selected as sample by cluster sampling and the questionnaires were distributed among managers and their human resources experts.
According to research findings in organizational aspect, factors such as organizational justice, organizational support, participation and organizational culture are important in maintaining the elites. From the psychological point of view, the reverence of the elites and in terms of job, job independence, challenge, and quality play an important role in maintaining the elite. Also, paying attention to individual features of the elite, especially risk-taking, is a very important factor in keeping them alive.

Having 192 member states in 2006 of almost all countries of the world, the Organization is considered as the largest international organization. Many organizations and bodies are active under the supervision of the United Nations. Among the principal organs, the strongest one is the Security Council that includes five permanent members who enjoy veto power in the Council’s making decisions. Enlargement of member states and activities of the United Nations and the plurality of its subsidiary international institutions and organizations, which include most parts and  activities of the countries in vast fields, make it necessary to review the framework and performance of this Organization more than ever. This research has done by qualitative method and by use of qualitative con-tent analysis. Data has done by deep interview technic and theoretical saturation criterion among 12 professional ethic experts whome they have book, article or research in this filed.  All inter-views recorded and written simultaneously and at the end analyzed by content analysis method. Data strength confirmed by participants and researchers. For determine  the validity use audit validity or controlled by interviewees. Also to determine  the reliability, the interviews text has given to 5 educational management experts with PH.D   degree  to coding the interviews text and at last the results compare to each other. Finding  consist of 119 conceptual code. That categorized in 3 main concepts and different secondary concepts . Main  concepts consist  A: individual factors:(with 4 secondary concepts consist of ethic conceptualize with 8 conceptual code, personality with 9 conceptual codes and skills with 10 conceptual codes). B: organizational factors:(with secondary concept,  organizational structure consist of 13 conceptual codes, recruit-ment &amp; keep with 19 conceptual codes ,organizational culture with 16 conceptual codes, mana-gement and leadership with 4 conceptual codes, job ethics  with 8conceptual ethics and surveil-lance and control with 4 conceptual codes has reached ). The present research is an educational research of fundamental-applied type and it has employed an analytic-inferential research method. The requisite information was collected using the (virtual or real) librarymethod and the tool employed to gather the information was note-taking. At first the concept of Islamic education, value and axiology was examined from ShahidMotahhari viewpoint, then the desirable school model was inferred and charcterized while adopting an analytical perspective to the axiological foundations of ShahidMotahhari. Like the damage caused by the failure to get the value of the subject of the commitment, in the committed asset, which is, in fact, the time merely to distinguish a price from the price values of a commitment within a time interval, Another category is the loss of a period of time, in which the damage is an abnormal phenomenon of morality. For example, in view of the different moral interest in money-making, to determine the interest of the money or the interests of the Lords, when is the origin of the time of the evaluation of interest and benefits; In terms of the factor of time in Iranian law, by looking at the abnormal phenomenon of usurpation, from the point of view of ethical jurisprudents and legal value lawyers, there are various criteria that have different effects. The most appropriate moral time to pay damages is Umm al-Dawa, and in terms of location, location, loss; In UAE's law, the moral time of the damage assessment, the time of the incident or the arrival of the damage and the place of damage assessment, the place of delivery of the goods, the conclusion of the contract and the residence is committed; In the International Convention on the International Sale of Goods, various indicators, such as the time of conclusion of the contract, the reasonable period leading to the termination of the contract, is the common ethical customs of the time for the termination of the contract, which is based on the basis of calculation and evaluation. Accordingly, the Kurds may be regarded as one of the most authentic Iranian ethnic groups, and the Kurdish language as one of the oldest and most vigorous Iranian languages. Today, speakers of this language&amp;mdash;while benefiting from it, which, in the view of linguists, is the only direct remnant of the Median language&amp;mdash;have also fulfilled their cultural debt to the Persian language. The most prominent characteristics of Iranian ethnic groups, including the Kurds, must be sought in shared elements that enable them to be conceived within a unified identity called the &amp;ldquo;nation.&amp;rdquo; Common history, geography, traditions, and culture constitute the most significant unifying factors among these groups. Modern human beings, unlike their predecessors, have become multidimensional entities who, through various cultural and social transformations, acquire multiple identities&amp;mdash;ethnic, cultural, national, religious, and others.
