Abstract :
More than half of the world's women and children live in countries that have experienced war and conflict. The international community cannot ignore their suffering. It seems that international humanitarian law has not been paid much attention to in contemporary conflicts. Repeated use of chemical and explosive weapons in urban areas, sexual violence, displacement, mass murder, etc. are signs of non-compliance with ethics and fundamental human rights. The present research has analyzed the moral dilemmas caused by the violation of humanitarian laws in the protection of children and women in international armed conflicts from the perspective of international law in a descriptive-analytical way. The enemy always tries to make his opponent submit to his demands through pressure on civilians, and in this unfair competition, women and children are the first defenseless and defenseless victims. The results of the research show that according to the principles of international humanitarian law that are clearly stated in the documents, it is necessary and necessary that the involved parties; Factors such as adherence to moral principles, the principle of human dignity, the principle of restrictions on the use of illegal weapons and unusual war tools, the principle of separation between military and civilians, the principle of prohibiting excessive pain and suffering, the principle of proportionality, the principle of environmental protection, The principle of military necessity and the principle of precaution, which are among the basic principles of humanitarian law, should be considered and respected in international and domestic armed conflicts.
