        For a long time, a moral damage was not ratable to money. Morally, it was also harsh that moral damages be compensated with money. Therefore, compensation could not eliminate losses. Of course, now, also technically, compensation is an ultra-precise and difficult matter. But with the steady evolution of the civil liability concept, the principle is accepted that the purpose of civil liability is that, if possible, to find losses equivalent and then be compensated. Although compensation for moral damage is not limited paying money, but in financial compensation for moral damages, the loss does not disappear, but it is a relief to the injured. Reinforcing such views causes moral damage to be accepted in the legal systems of many countries. In the present study, we have tried to explain and analyze the place for moral damages, in Iran's rights compared to civil law in Egypt, as one of the most important rules in this field. The results suggest the Iranian legal system compared to the Egyptian legal system, despite the fact that, in various rules, moral damage is referred scatter, but no certain legal system can be considered for it.         This research has been conducted with the aim of urban spatial analysis of urban poverty in order to achieve social justice in the Descatsib neighborhood based on the access of residents of the neighborhood to urban services in a quantitative manner. Out of the eight indicators, access to health services, education, transportation, law enforcement, parks, facilities and equipment, religious and commercial use has been used. The present research is applied and its method is descriptive-analytic. AHP (Hierarchical Analysis) method is used for spatial analysis of urban poverty. The results of the research show that poverty is concentrated in the central and eastern parts of the neighborhood and shows a lack of uniformity in the distribution of urban public services in this neighborhood. Therefore, the findings of this study emphasize the identification of poor neighborhoods and the importance of mapping poverty maps and, on the other hand, how to access urban services at the neighborhood level.         Achieving ethical orientation in economic development is considered a way to turn the threat into opportunity. In addition to paying attention to the strategic position of ethics in organizational success, Iranian directors are embracing business ethics based on religious concerns and values of society. Development of human resources is one of the essential requirements of the organization, which necessitates its connection with ethical values is inevitable because negligence and injustice in its implementation lead to lack of individual and organizational development. This article aims to provide a model of the ethical development of human capital for Iranian Public Agencies. The research is applied in terms of purpose and is survey in terms of nature with a combination of quantitative and qualitative approach. In designing the model, Philips and Bandura's human development model have been considered with an ecological approach. Human capital development has been investigated in three dimensions of empowerment, talent management and knowledge management in order to achieve optimal combination. To collect data, interviews with experts were used and a fuzzy Delphi technique, multi-objective math functions and GAMS software, were used for analyzing. Based on the findings, the level of empowerment variable is 0.5, knowledge management is 0.4 and talent management is 0.4. In a desirable situation and at the level of 100% efficiency, the empowerment level was 0.6, knowledge management level was 0.56 and talent management level was 0.53. Also, 11 factors were identified as ethical and cultural barriers to human resource development. The results showed that there is a significant difference between the desirable and existing status of empowerment, talent management and knowledge management. Manuscript profile

        The civil responsibility of the state is a challenge that has been challenged since the formation of modern-day local governments and has experienced many downs and downsides. One of the relatively newer arenas in this area is civil liability due to government financial policies. These policies have greatly influenced the fate of the people and economic activists, and occasionally caused a lot of damage to them. Accordingly, it is necessary to examine the nature of these policies in terms of the category of governance or business, the possibility of compensating for the damage and the basis for this compensation. At the end of this research, it will be clear that the application of financial policies can lead to civil liability of the state, if it is due to the heavy fault of the government or its agents. The basis for this compensation is based on the general theory of fault. Therefore, in the examples of the government's heavy blame for financial policies, such as the application of financial policies, regardless of the state of the country or the lack of monitoring of the implementation of policies and the like, should not cost the government such actions.         Though substantial research has been carried out on employees’ reactions to organizational justice rules, far less research has examined the ethical and ethical causes of managers to adhere to the rules of justice. Taking a proactive approach to organizational justice, the present study the causes of managers’ adherence to distributive, procedural, informational, and interpersonal rules of justice. The statistical population of this research was the managers at the different levels of employed management practices selected from 34 government organizations. The sample under study included 356 people selected through cluster sampling. The data collection was conducted using standardized questionnaires. Data analysis was performed through confirmatory factor analysis and parametric statistics using Smart PLS and SPSS software. The results of the research revealed that both cognitive (i.e. effective compliance with subordinates, desirable social identity maintenance, and justice) and affective (i.e. high positive affect and low negative affect) motives were associated with managerial adherence to justice rules. Moreover, cognitive motives were more strongly associated with justice rules adherence for justice dimensions over which managers perceived less discretion, while affective motives were more strongly associated with justice rule adherence for justice dimensions over which managers perceived much more discretion.         In the system of the Islamic Republic of Iran, the most important area of oversight is the oversight of the rulers, since the harmful effects of leaving it far outweigh the effects of the abandonment of people's control over the people. Obviously, if we consider the government responsible for public order, the government's oversight of the people is more important than the other one. Legally, the oversight of the state and the governments is the duty of all citizens, and everyone is obliged to do the duty of good and forbidding the wrong both to the brokers and to the laws and regulations if they violate the rights of the people. These teachings should be accompanied by a precise explanation of the theoretical and practical boundaries so that it can produce a very useful and fruitful function. In Islam and the Islamic Republic, responsible government officials, orbital ethics, trustworthiness of power, error and inerrancy, and acceptance of republicanism, are the reasons for the oversight of power. This oversight does not accept any restrictions on government and government officials; rulers, governors, and Muslims with all of their high status are not excluded from this monitoring; in spite of this, Islam has established its social method and laws based on morality. It has focused on educating people based on ethical standards. The enforcement of laws has also led to moral education.         Security orientation is a strategy the admissible and successful influence of which on the dominant area of criminal policy in the society implicates consistency and agreement with restrictive human rights criteria as well as adherence to privacy and inherent dignity of human beings. Thus, in case the security orientation discourse fails to ensure the human rights principles underlined by the international law for any reason, then it may not be considered a justified policy as it would face failure and defeat in the battle in the long run. Taking into account the various temporal and spatial cirumstances and adhering to the contents of international documents and conventions are propositions considered as the main provision for positive consequence of the quality of interaction between security-oriented criminal policy and human rights principles and criteria which may contribute significantly to obviation of many obstacles blocking such interaction. This article seeks to address the question on the status of interaction between human rights principles and the security-oriented system of thought and to discover, in general, the human rights restriction on this pattern. On the other hand, in particular, our country faces a range of problems and challenges such as the water crisis, the environmental crisis, the crisis of public trust and other social crises which in many cases may threat the integrity of the country. It is believed that such problems are derived from inattention of moral values, preference of personal and group interests to public interest and corruption in general and etc,. Our assumption is that the adoption of professional standards in every kind and in particular, legal perceptions of them will lead to the rule of ethical values at the levels of occupation at first and then, lead to ethical excellence of a large part of society.         Aim: Gender identity disorders (GID) are heterogeneous disorders that may be influenced by culture and social norms The purpose of the present research was to study the effectiveness of acceptance and commitment based therapy on social adjustment, mental turmoil and self-rupturing among people with transgender sexual disorder, Materials and Method: this research was a semi-experimental. The sample of the research included 30 individuals with Transgender sexual disorder in well-being organization of north Khorasan, they were selected by available sampling and were placed randomly in experimental and control group randomly. Data were obtained by mental health questionnaire SCL-25, self-rupturing questionnaire of Sadegh-zade et al. (2006), and Bell social adjustment inventory (1961). Findings were analyzed by SPSS software and multi-variate covariance analysis test. Results: The results show that acceptance and commitment based therapy significantly promoted social adjustment and mental turmoil and also reduced self-rupturing among people with transgender sexual disorder (P<0.01). discussion: according to the findings of the research it can be said that utilizing new treatments in psychotherapy and counseling such as acceptance and commitment based therapy may be effective on improving mental state of people with transgender sexual disorder, so due to their special problems in Iran it is necessary to utilize such treatments for them. Which extends to several inner layers, is an appropriate and scientific research method for the discovery of the inner layers of Quranic verses, the analysis of quality content of the Word .In light of the extensive research carried out in the field of Qur'anic sciences.Qur'anic commentators and scholars often categorize the Qur'anic verses in three divine, individual and social axes.Accordingly, for the purpose of this research, the third axis, the social ethics verses, was selected and content content tables were created based on the content analysis technique and on the basis of unit verses, quantitatively and qualitatively. Then the categories and subcategories of each verse were extracted along with the frequency of the verses and the literal and literal keywords. The scope of the research is 427 verses of the verses of social ethics, which after dividing it from the divine ethic verses with 521 verses and individual morals with 345 content analysis ayas. The research tool in the verbal meanings of the Holy Qur'an was translated by Professor Mohammad Mehdi Fouladvand and in the qualitative section of the translated al-Mizan Was used. The results of the research showed that the verses of social ethics have 10 categories and 89 sub categories. The category of Islamic values on property is 18%, the moral values of dialogue are 13%, members' rights are 11%, 10%, 7%, 7% and 6% justice and oppression. Most of the Holy Qur'an is dedicated to the donation, the provision of food for the poor, the protection of orphans, the payment of zakat and the prohibition of the sale of goods, the rape of orphans and rabbits as a sign of the attention of the theologian of this divine word to the preservation and consolidation of social relations in the Islamic society.
