Failure to provide guarantees for balancing the rights of the victim and the criminal leads to the violation of the rights of the parties and the disintegration of the judicial process and the weakening of moral values in the society. The balance between the rights of the victim and the criminal does not mean that the same rights and protections It is foreseen for each of the parties to be used for the other party as well, because depending on the case and the path of the criminal proceedings, each of the victims or criminals needs their own services and support. The proposed strategy of this article to get out of these conflicts is to establish common and specific rights and guarantees for each of them in order to identify the needs of each victim and the offender so that their concerns in the field of establishing justice and fairness are resolved.         The present research describes in a descriptive-analytical way the cultural characteristics of the behavior and social developments of the Makarians from the Naseri era to the end of the first Pahlavi period. The main question is, what are the changes in the cultural, behavioral characteristics and social developments of Makarians in the mentioned period? The results and findings show that this region is influenced by the periods of political order in Iran, the structure of the political system and the mixed patterns of the nation from the social, geographical and geopolitical perspectives. They interact with each other, and with the passage of time, they find similarities in certain tendencies, and the Kurdish community in Makrian was not an exception to this rule, and its residents observed specific values and norms. Anyway, this research is a grammatical research that deals with the comparative analysis of adverbs from the perspective of structure, dependence, usage, etc. in Persian and Kurdish languages.Each part is divided into smaller parts according to the requirements of the research. In each case, the relevant definitions were extracted from reliable sources and then examples were mentioned for it, and finally, the definitions and concepts were looked at with a critical eye and criticisms were made wherever needed. More than all legal systems and before them, the holy school of Islam, respect for the dignity of human beings is emphasized as a fundamental principle.
