        Social Security is one of the most important mechanisms for the realization of social justice. Iran's legal system, especially after the victory of the Islamic Revolution and the spread of slogans of justice and equality, and the elimination of all forms of discrimination and inequality, at least is in the pursuit of policies and programs to spread social justice through the social security mechanism in many constitutions and laws. The Islamic state of early Islam (Prophet's and Amir al-Momenin (pbuh) governments) views was based on establishing the principle of equality and non-discrimination in the welfare of Muslims. The Islamic State of Iran, whose constitution is regulated by the application of Islamic laws and principles, has also sought to establish the rules governing social security on the basis of principles such as the principle of equality and non-discrimination, and the legislator requires the Islamic state to interfere in its implementation and supervision. Therefore, social security laws in Iran, although as set out in its original objectives, have not been able to comply with the principles of Islamic laws, due to lack of resources and increased population, the efforts made represent the will of the Islamic State along the path to justice and equality in this category.         These models can be specifically used by financial institutions and banks. To achieve this goal, the researcher has used quantitative and qualitative methods The research method consists of developmental and practical goal and mixed research approach (quantitative and qualitative). Therefore, at first, in a library, the criterions were indicated after surveying 34 reliable and global cultural models and also organizational excellence patterns. At first step, by using questionnaire to collect information at the qualitative stage, main groups of the template were delineated purposefully from 15 professors of human resource and cultural management field (homogeneous group). Then by using the Fuzzy Delphi method on 30 university professors, managers and experts in human resources and banking (heterogeneous group), main groups, subgroups and indicators were identified. The lowest value, the most appropriate amount and the highest number of privileges were given. The information were collected by analyzing the content and compiling a checklist and the basic research model was compiled by applying the Delphi method Data analysis in the qualitative section was performed using Delphi method and Soft Excel software and in the quantitative section, the data were analyzed with the aid of SPSS24 software and LISREL. Finally, Excellence Model of Organizational Culture was identified in 6 main groups, 24 sub-groups and 114 indicators as a suggested model of organizational culture for the Rehab Bank.         This study is an attempt to shed light on the government's threefold human right obligations, and how they are guaranteed in the Iranian legal system. The legislator, in its obligation to protection, has taken a desirable step to ensure these rights by establishing public courts. In its obligation to respect, the Administrative Justice Tribunal has, to some extent, guaranteed the right of citizens to petition. In its obligation to fulfill to the court's failure to comply with these obligations, it has practically disregarded itself, and the legislator has neglected to envisage an appropriate legal regime by failing to designate a competent judicial body. Therefore, the issue addressed in this study is the extent to which the Iranian legal system has been successful in securing the constitutional welfare rights. Besides, has the legislator, by predicting Article 173 , been able to satisfy the right to petition under Article 34 ? In addition to explaining the judicial guarantees,This study attempts to examine how the Ethical guarantees of these rights derive from the oath of the President in our legal system. And to what extent has this oath been able to move forward in realizing and guaranteeing these rights? This article seeks to answer this questions by collecting data using a descriptive-analytical method.         Intellectual admiration and rebuke is one of the foundational issues of human thought that has always been one of the cornerstones of dialogue . The struggle between Socrates and Plato with the Sophists was centered on whether there were firm principles for measuring the truth. In Islamic thoughts too, the basis of the controversy between Asharite thought and Justice has been the belief in the rational admiration of things that until the time of Ibn Sina all thinkers believed in the essence and reasonableness of good and evil. But then some took a different approach, although the origins of these discussions in theology were in the discussion of the attributes of transcendency, and theologians of the both thought argued to prove their theory. But its role and impact in other sciences such as ethics and moral philosophy is undeniable. The importance and necessity of this issue is that the denial at the good and the inherent evil of the verbs eliminates the eternal foundations for moral and ethical affairs and will lead to moral relativism. So these two theorems are at the root of all human ethics and additionally make sense in the light of this theory of moral responsibility, so this research has examined this important analytically and descriptively.         Sustainable development is a potential solution to some important social challenges such as happiness, which is an ultimate goal for human beings and happiness is often seen as an individual trait for which each person is solely responsible. However, it is also a social trait that is influenced by external factors. The present article reviews the parameters and goals of sustainable development to achieve happiness, the most important quantitative and qualitative criteria in five areas of happiness and ecological, economic, social and cultural sustainability through them, one can evaluate and promote happiness in neighborhoods and a brief insight about the neighborhood development project . The tool can also be used in future sustainable neighborhoods for fun projects. Finally, he suggests that sustainable development should promote happiness while rebuilding local economies and ecosystems, strengthening social ties and revives or preserves desirable cultural traditions, as well as provides an alternative framework for sustainable social development that focuses on improving the opportunities for happiness and well-being of society. It’s impact on all branches of human’s life and development has given it a fundamental role in a way which it’s guarantee and provision by government will result in people’s happiness and their satisfaction leads to increase of public trust and social wealth Purpose: The purpose of this paper is the government’s role in human’s security and its effect on people’s happiness Method: The research method for this paper is descriptive and analytical Findings: In recent decade’s discussions has been considered about the importance of happiness due to its abundance effects in quality and satisfactions in individual’s life and government role. Happiness has been used in concepts like wellbeing, enjoyment, prosperity, fortunate in which by definition differ but in conversations they are used as synonyms.
